Resolution To Remove Geographical Districts Of Massachusetts Chapter

Resolution 1:  This resolution is to remove the three geographical districts of the Massachusetts Chapter.  This is proposed by the New England Section Board of Directors after review and recommendation by the 2019 Governance Task Force.  This would remove the Massachusetts Chapter requirement to have one board representative from each of the three Districts within the Massachusetts Chapter and simply create one District.  Based off the PGA member population of the Massachusetts Chapter, three representatives will remain on the Section Board of Directors.  If this Resolution passes, the three District Directors positions can be filled by any PGA Member who is a member of the Massachusetts Chapter, regardless of their location.

The three Districts did not have an equal population of PGA Professionals, and certain regions were more densely populated than others.  As a result, it has become a challenge each election cycle to find chapter leaders from each District within the Massachusetts Chapter.  This Resolution will allow the Chapter to continue to be well represented and assist with the creation of future leaders.

The Resolution will also remove the Massachusetts Chapter District boarder definitions because they will be no longer needed.

Section 2.  District Directors:  (Current Reading)

There shall be nine District Directors elected from the following areas:

  • 1 from Seniors Association (NEPGA Class A Member in good standing 50 or older)
  • 1 from the Vermont District, the Vermont Chapter
  • 1 from the New Hampshire District, the New Hampshire Chapter
  • 1 from the Maine District, the Maine Chapter
  • 1 from the Eastern Massachusetts District, see boundary definition below
  • 1 from the Central Massachusetts District, see boundary definition below
  • 1 from the Southern Massachusetts District, see boundary definition below
  • 1 from the Cape Cod District, the Cape Cod Chapter
  • 1 from the Rhode Island District, the Rhode Island Chapter

Also, there will be a representative from the NEAA (New England Associates’ Association) that will serve as a sitting member of the Board.  He/she shall not have a vote on any matter brought before the Board of Directors.

In addition, the President shall appoint a Chair of the Tournament Committee and a chair of the Foundation Committee. Said individuals shall serve two-year terms as sitting members of the Board, but shall not have a vote on any matter brought before the Board of Directors.  In the event either of these chairs becomes incapacitated, moves out of the Section or is otherwise unable to serve in that capacity, the President shall appoint a replacement to serve out the unfulfilled term.

The borders of the Eastern Massachusetts District shall be defined on the west by the point where Route 3 intersects with the New Hampshire border, south on Route 3 to where it intersects with Interstate 495, south on I-495 to its intersection with the Massachusetts Turnpike.  On the South by the Massachusetts Turnpike (I-90).

The borders of the Central Massachusetts District shall be defined on the West by the point where the Connecticut river crosses the northern Massachusetts border on a line to the point where I-84 crosses the southern Massachusetts border.  On the North by the border of the state of Massachusetts, east to the intersection with Route 3.  South then to the intersection with Interstate 495.  On the East by Interstate 495 south to the intersection with Interstate 95.  On the south by the Rhode Island Chapter.

The borders of the Southern Massachusetts District shall be defined on the north by the Massachusetts turnpike and extension from the ocean westward to where the Mass. Pike intersects I495.  On the west by the eastern border of Central Massachusetts. On the South by the northern border of the Cape Cod Chapter.  On the east by the Atlantic Ocean.

District Directors shall be elected to a three-year term.  No person shall serve more than two three year consecutive terms as a member of the Board of Directors, but this shall not restrict a member of the Board of Directors from serving as President, Vice President and/or Secretary consecutively after service on the Board of Directors.
